Does the model actually capture the chuckle that defines his speaking voice?
Yes. The chuckle is the recognizable signature, so the model treats it as a first-class feature, not an afterthought. The Storytelling preset brings it forward; the Meditation preset holds it almost entirely back. A generic warm-elderly-male TTS does not reproduce that mid-sentence breath laugh because it is not aware of it as a feature.
Can I generate Tibetan-language audio with this voice?
